West Bengal Joint Entrance Examination • Conducted by West Bengal Joint Entrance Examinations Board (WBJEEB)
Comprehensive 9-Step Process, Choice Locking Protocols, Freeze vs Float & Document Verification
The WBJEE Centralized e-Counselling System is a sophisticated, web-based seat allocation process conducted annually by the West Bengal Joint Entrance Examinations Board (WBJEEB) via its official portal wbjeeb.nic.in. Catering to over 1,00,000 rank-holders competing for more than 34,000 undergraduate engineering, technology, architecture, and pharmacy seats across 100+ accredited institutions, the e-counselling platform operates on merit-cum-preference principles. It replaces archaic physical queues with a 100% transparent, automated multi-round digital allocation protocol.
The centralized counselling calendar typically commences in early July, encompassing Round 1, Round 2 (Automated Upgradation), and a concluding Mop-Up Round, followed by Decentralized Institutional Spot Rounds conducted independently by individual universities for remaining stray vacancies. Because a single error during choice filling, choice locking, or document submission can lead to the irrevocable forfeiture of an allotted seat, candidates must master every facet of the operational regulations, fee deadlines, and verification requirements.

The entire journey from online registration to final institutional enrollment is organized into nine sequential phases:
Access the e-counselling portal and log in using your WBJEE Roll Number and Password. Verify personal demographic details, communication address, and category claims. Enter Class 10 and 10+2 marks, including subject-wise marks in Physics, Chemistry, Mathematics, and English. Remit the non-refundable registration fee of ₹500 via Net Banking, Debit/Credit Card, or UPI.
Select preferred institutions and engineering branches from the available choices. Candidates may add an unlimited number of choices. Arrange choices in descending order of true preference (Choice 1 being your dream seat). Top options (like JU CSE) must be placed at the top, regardless of rank, as allocation proceeds strictly from Choice 1 downwards.
Before the declared deadline, candidates must actively lock their choices using their account password. If a candidate fails to manually lock their choices, the system automatically locks the last saved choice list at 11:59 PM on the deadline. Once locked, the choice list cannot be modified under any pretext. Print the locked choice list for records.
The Board runs the automated seat allocation algorithm. Candidates log into the dashboard to check their allotment status. If allotted a seat, the system displays the allotted institute, academic branch, and allotment quota. Download the provisional Seat Allotment Letter.
To retain an allotted seat, the candidate MUST pay the statutory Seat Acceptance Fee of ₹5,000 online. Failure to pay this fee before the deadline results in immediate cancellation of the allotted seat and permanent expulsion from all subsequent centralized counselling rounds.
Report physically in person to the designated Reporting Center (the allocated college) with all original documents, photocopies, the Allotment Letter, and the Rank Card. Officials inspect documents and issue an official 'Physical Verification Certificate'.
At the reporting center, candidates choose either 'FREEZE' (accept the current seat as final; proceed to institutional admission) or 'FLOAT' (accept the current seat as a safety net while competing for higher-preference choices in Round 2). Choosing Float allows automated upgradation without losing the Round 1 seat.
Round 2 results are published. Candidates who opted for Float may be upgraded to a higher-preference choice based on vacancies created by withdrawals. If upgraded, the previous Round 1 seat is automatically cancelled and reallocated. If not upgraded, the candidate retains their original Round 1 seat.
Vacant seats across government and private institutions are consolidated into the Mop-Up Round. Candidates can register afresh (or pay ₹200 if already registered) and submit a new choice list. Following the Mop-Up round, premier universities (JU, KGEC, JGEC) conduct independent Decentralized Spot Rounds on their own campuses.
Understanding the mechanical consequences of the Freeze and Float options is vital during Round 1 reporting:
| Feature / Operational Parameter | The 'FREEZE' Option | The 'FLOAT' (Upgradation) Option |
|---|---|---|
| Candidate Intent | Completely satisfied with the current allotment; does not want higher choices. | Satisfied with current seat as backup; desires promotion to higher preferences. |
| Round 2 Participation | Candidate is permanently excluded from further rounds of seat allotment. | Candidate participates automatically in Round 2 without paying extra fees. |
| Risk of Losing Current Seat | Zero risk; current seat is irrevocably confirmed. | Zero risk; if not upgraded, current seat remains 100% reserved and guaranteed. |
| Outcome If Upgraded in R2 | Not applicable; candidate does not compete. | Previous seat is instantly released; candidate moves to the upgraded higher choice. |
| Final Step Required | Complete physical admission and tuition fee payment at the allotted college. | Wait for Round 2 results before executing final institutional admission. |
Candidates must report to their allocated Reporting Center carrying all original documents alongside two self-attested photocopies of each:
| Document # | Statutory Document Description | Designated Issuing Authority & Specific Verification Benchmark |
|---|---|---|
| Doc 01 | Provisional Seat Allotment Letter | Downloaded directly from wbjeeb.nic.in showing allotment details. |
| Doc 02 | WBJEE 2026 Official Rank Card | Color printout showing valid GMR / PMR and category ranks. |
| Doc 03 | WBJEE 2026 Admit Card | Physical hall ticket carried on examination day with invigilator stamp. |
| Doc 04 | Class 10 Admit Card / Birth Certificate | Proof of age and candidate's parental details verification. |
| Doc 05 | Class 10 Marksheet & Certificate | Proof of passing secondary school board examination. |
| Doc 06 | Class 12 (10+2) Marksheet | Must show passing marks in Physics, Maths, Chemistry, and English. |
| Doc 07 | Domicile Certificate (Proforma A1/A2/B) | Signed by SDO, BDO, DM, or Head of Institution (mandatory for govt seats). |
| Doc 08 | Caste Certificate (SC / ST / OBC-A / OBC-B) | Issued by Sub-Divisional Officer (SDO) or District Welfare Officer in WB. |
| Doc 09 | Tuition Fee Waiver (TFW) Income Proof | Annual family income certificate under ₹2.5L signed by SDO/BDO. |
| Doc 10 | Persons with Disabilities (PwD) Certificate | Issued by designated government medical board (40%+ disability). |

| Doc 12 | Passport Size Color Photographs | 5 copies identical to the photograph uploaded during online registration. |
Following the conclusion of the Mop-Up Round, WBJEEB hands over remaining vacant seat rosters to individual colleges for Decentralized Spot Counselling. Premier institutions like Jadavpur University, KGEC, JGEC, and Calcutta University administer this final admission phase independently:
• Notification & Application: Each university releases a separate decentralized application notification on its own official portal (e.g., jaduniv.edu.in, kgec.edu.in). Candidates must submit an online expression of interest with their WBJEE GMR rank.
• Physical In-Person Call: Eligible candidates are summoned to the university campus in batches based on GMR brackets. Vacancies in coveted branches (like Chemical, Civil, or Electrical at JU) are offered in real-time. If an applicant is present when their rank is called, they can secure the seat immediately by paying institutional fees.
• Zero Transfer of Previously Paid Acceptance Fees: Seat acceptance fees paid during centralized counselling are not transferred to decentralized spot admissions; candidates must arrange immediate tuition fee payments on the spot via demand draft or net banking.
The Seat Acceptance Fee of ₹5,000 remitted online is managed under strict Board fiscal directives:
• Adjustment in College Tuition: When a candidate confirms admission at an allocated institution, the ₹5,000 fee is transferred directly by WBJEEB to the concerned college and deducted from the first-semester institutional tuition fee.
• Refund on Seat Surrender / Cancellation: If a candidate surrenders their allotted seat online within the officially stipulated cancellation window, the Board refunds the ₹5,000 fee after deducting a statutory administrative processing charge of ₹1,000. Refunds are credited directly to the originating bank account within 45 to 60 days.
• Forfeiture on Non-Reporting: If a candidate pays the ₹5,000 fee but fails to report physically to the reporting center for document verification, the allotment is cancelled and the entire fee is forfeited.
The concluding centralized round, termed the Mop-Up Round, is governed by distinct operational parameters:
• Eligibility: Candidates who were unallotted in Round 1 and Round 2, candidates who were never registered earlier (can register freshly by paying ₹500), and candidates who paid the acceptance fee and completed physical verification can participate.
• The Golden Rule of Mop-Up: If you are allotted a new seat in the Mop-Up round, your previously held seat from Round 1 or Round 2 is immediately, permanently, and irreversibly cancelled. You cannot revert to your previous seat under any circumstances. Therefore, never include choices in Mop-Up that you consider inferior to your current seat.
No. The counselling registration fee of ₹500 is completely non-refundable under all circumstances.
If you forget to manually lock your choices, the WBJEE system will automatically lock your last saved choice list at 11:59 PM on the final date. You will not be disqualified.
Failure to pay the ₹5,000 fee before the stipulated deadline cancels your allotted seat instantly and permanently disqualifies you from participating in subsequent counselling rounds.
No! If you are allotted your Choice #1, there are no higher-priority choices available. You must select 'FREEZE' and take admission, or withdraw from centralized counselling.
If your seat is upgraded to a different institution in Round 2, you must report to the newly allotted college's reporting center to submit your original verification certificate and complete admission formalities.
Yes! Non-domicile candidates can freely participate in e-counselling for 100% of seats in private self-financing engineering colleges and unreserved seats in select state universities.
After centralized e-counselling ends, individual universities and colleges (like Jadavpur University, KGEC, JGEC) conduct independent, in-person spot counselling rounds on their own campuses to fill stray vacant seats based on GMR ranks.
